A Call to All The Filipinos in Philippines and Abroad: Scrap The PhilHealth Circular No. 022

The Migrante Middle East petition said, “The hike in OFWs health insurance premium will not only bleed us (OFWs and dependents) dry, it also sucks out our blood leading ‘to death due to deprivation of free and affordable social services’. The government through various agencies is killing us so softly by imposing additional fees in pretense of better social services.”

The Migrante Middle East is appealing to all fellow OFWs around the world, their dependents, friends and OFWs advocates to join their campaign by signing the petition and help pass it on to others and urge them to "Scrap Philippine Health Circular No. 022 – this is about the increase of PhilHealth annual premium contribution from P900 to P2,400 which will effect on July 1, 2012.

I searched out the names of the Board of Directors of PhilHealth and to know also if the said PhilHealth Circular No. 022 is approved by all the board of directors but unfortunately out of 14 members only one has affixed his signature to PhilHealth Circular No. 022 in the named of Dr. Eduardo P. Banzon and the other name who also signed her signature was not in the list or not in the list of Executive Officers. The PhilHealth Board of Directors are as follows:

Obviously, the PhilHealth Circular No. 022 was created by two people in named of Dr. Eduardo P. Banzon and MA. TERESA A. QUIAGIT and approved by them without the approval of other Board Members and other Executive Officers of PhilHealth. It was created on December 15, 2011. The said circular is not only addressed to the 11 million+ OFWs around the world but also to all the Filipinos in Philippines. The said PhilHealth Circular No. 022 is believed by Filipinos in Philippines including the 11 million+ OFWs as against the REPUBLIC ACT No. 10022 – AN ACT AMENDING REPUBLIC ACT NO. 8042, OTHERWISE KNOWN AS THE MIGRANT WORKERS AND OVERSEAS FILIPINOS ACT OF 1995, AS AMENDED, FURTHER IMPROVING THE STANDARD OF PROTECTION AND PROMOTION OF THE WELFARE OF MIGRANT WORKERS, THEIR FAMILIES AND OVERSEAS FILIPINOS IN DISTRESS, AND FOR OTHER PURPOSES. 

Under the RULE XVII: MISCELLANEOUS PROVISIONS – Section 4. Government Fees, Administrative Costs and Taxes. All fees for services being charged by any government agency on migrant workers prevailing at the time of the effectivity of this Rule shall not be increased. This RA No. 10022 was officially approved and signed by the former president Gloria Macapagal Arroyo on March 08, 2010.

The Migrante Middle East said “We are targeting 1-M signatures by July 2012, the supposed start of imposing PhilHealth premium of P2,400 from the current P900. With our position paper, we will send the signatures to President Noynoy Aquino and to the PhilHealth Board members, members of the Senate and House of Representatives.”

As of this writing there are already 502 Filipinos have joined the petition and yet still very far to 1-M target-ted signatures – so if you are Filipinos living in Philippines and Abroad you are hereby invited to join the said petition – go to this link No to PhilHealth Premium Increase Scrap Circular No. 022. The Largest Online Protest in History: No to SOPA and PIPA

Now twitter is flooded with tweets of “Vote NO to SOPA and PIPA”. The protest will last until Jan 24, 2012 – the US Senate vote date. This is the largest protest ever in history!

FCHAR Conducts Its Second Annual Summit in Orlando

The Florida Consortium for HIV/AIDS Research (FCHAR) conducted its second annual summit in Orlando. Sixty prominent researchers from around the state gathered to advance a collaborative HIV/AIDS research agenda. Seventeen expert presenters  participated in four audience-interactive panels covering ethics and three types of HIV/AIDS studies; clinical trials, epidemiological/behavioral investigations and basic science research.

"We are in the process of demonstrating that through collaboration, rather than self-interest, greater HIV/AIDS research resources may be attracted to the state," said Spencer Lieb, MPH, HIV/AIDS Research Coordinator for The AIDS Institute, "The aim is to discover new evidence-based interventions for HIV prevention and treatment, and to approach the discovery of cures and a vaccine that work, through collaborations that cross traditional boundaries."

As explained by Jeffrey Beal, MD, co-founder of FCHAR and Clinical Director of the Florida/Caribbean AIDS Education and Training Center, “These are ambitious but achievable goals, given enough talent and will, which are clearly in abundance in this group.”

FCHAR is the scientific arm of The AIDS Institute, a nonprofit organization founded in Florida, with a focus on policy, research, advocacy and education.  The Consortium currently comprises 116 members who account for more than 400 recent and ongoing HIV-related studies. The researchers represent seven universities and 12 other research entities across the state, which include researchers from  the private sector. 

An Executive Advisory Committee and four working subcommittees have been addressing and resolving barriers to effective research collaboration, both natural and man-made. Several innovative, multi-agency study protocols are in the process of being developed. A statewide HIV/AIDS Research Inventory has been compiled, and is in the process of becoming a more comprehensive, web-based document to facilitate and expedite recruitment of participants into research studies. Patient focused brochures have been drafted to inform prospective study participants about the nature, benefits and risks of clinical trials and other HIV research studies. 

In addition, a training program has been developed to aid in the education of study participants and health professionals about how to interpret basic epidemiological data. The program will be disseminated via a series of Internet webinars.  Another  program is being developed to provide information on the interpretation of complicated lab reports. A member survey on hard-to-reach populations and hard-to-obtain biologic specimens has revealed a number of common challenges and new solutions to be disseminated. 

“In this economic environment, it makes sense for the research community to work together towards a common goal and to share data, resources and talent within Florida,” said Michael Ruppal, Executive Director of The AIDS Institute.  ”The AIDS Institute is proud to take the steps necessary to ensure the success of this amazing group of researchers who are committed to ensuring that Florida continues to be on the cutting edge of HIV research and expanding our understanding of prevention, care and treatment of HIV/AIDS.”

Genetic research indicates that HIV originated in west-central Africa during the late nineteenth or early twentieth century. AIDS (Acquired immune deficiency syndrome) was first recognized by the U. S. Centers for Disease Control and Prevention in 1981 and its cause, HIV (human immunodeficiency virus) was identified in the early 1980s.

Romney Sets to Get His Mitts on South Carolina

Mitt Romney was the 1/12 red -hot favorite with Europe’s largest betting company Paddy Power to win this Saturday’s South Carolina primary. Romney who has already notched wins in Iowa and New Hampshire is followed in the betting by former Speaker of the House of Representatives Newt Gingrich at 5/1 and Ron Paul at 14/1.

Further down the list at 16/1 is Rick Santorum who came so close to shocking Romney in Iowa while Rick Perry props up the market at 40/1.

With Romney so far ahead of the chasing pack in the betting, Paddy Power is also running a market without him in the South Carolina primary. Here, Newt Gingrich is the favorite at 4/7 followed by Ron Paul at 6/4, Rick Santorum at 13/2 and Rick Perry at 25/1.

A spokesperson for Paddy Power said: “Mitt Romney continues to build momentum and looks unstoppable at the minute. The rest of the candidates aren’t throwing in the towel just yet but it looks as though they face an uphill struggle.”

Overseas Filipino Workers: What Keep You Going

From the time I arrived in Riyadh, Saudi Arabia, the Philippines already had produced four presidents – from former presidents Fidel V. Ramos, Joseph Estrada, Gloria Macapagal Arroyo to the newly elected President Benigno Aquino III, still I am in this foreign lands strongly fighting for survival for my extended family and to my beloved country. My youth and strength are already deteriorating. I often feel some joint  pains. And yet, still, I am here undecided to go home with other million Filipinos.

In our country Philippines, we find ourselves contesting against the erratic working conditions and insufficient jobs to accommodate us. Most of us wanted to raise and promote our living standards but we do not possess the necessary resources to climb up the ladder of success.

Every year our country produces thousands of graduates and the labor market could not accommodate them. So there are no options but to look jobs out of the country and it is through working overseas that they can get a solution to the problem. Thousands are leaving our homeland everyday to find their luck in foreign lands.

There are also other reasons such as:

1. For those who want to escape personal and family problems,  living abroad could be a safe haven.
2. For those who want to let go of dark memories or broken love affairs, it could be an asylum.
3. Others were just induced by summons of some friends.
4. And still others were simply deluded for the sake of adventure.

Despite homesickness, which is our greatest enemy, still we Filipinos could well adjust to different races, cultures and standards of living. In addition, our love is intensified. For Filipinos who by nature love doings things for others, domestic chores like cooking, cleaning, gardening and baby-sitting are some of our several expertises.

Philippines is considered as one of the top Asian countries  in terms of exporting workers. In Saudi Arabia alone, there are approximately 1.3 millions Filipino registered workers such as doctors, nurses, skilled technicians, janitors and laborers, hotel staffs, accountants, engineers, housemaids, drivers, teachers and trainers, barbers, medical technicians, computer operators, tailors and many more. They are commonly working in hospitals, establishments, construction firms, industrial companies, private and government offices, supermarkets and malls, hotels and restaurants with courage, dedications and commitments.

It has been noted that working abroad is a confederate for some of us who are fortunate enough to have good jobs and goodly employers. Through our earnings we could build a house and able to send our children to good schools. But in some cases, the fulfillment of being an OFW is overshadowed by the curse of lingering temptation and adultery, especially in the case of OFW’s who left their spouses in the Philippines.

Working abroad is not a fortune for those workers who are being fed insufficiently, overworked, abused, maltreated and working as a sword-point or those who work as shock absorbers or punching bag by heartless employers. It must be concluded that not only those who have courage, determination and resistance should go out of the country, for life overseas is so rugged that it becomes a survival of the fittest, that those who can bear shall stay, but those who can’t should leave.

But despite all these, we, Overseas Foreign Workers are patiently working hard because we want a brighter future for our extended families and children and to help improve the ailing economy of our country through the billions of dollar remittances that we send home.

I am begging for our officials and other feuding politicians in our country to see and consider our greatest sacrifices in foreign lands. It is not enough for us Overseas Foreign Workers to be called as the Modern Day Heroes. They should stop bickering and unite to help cure the country’s debilitating social diseases. They should show vision, unity, determination and motivation to give the people good governance and work hard to achieve peace and order in the country for more investors to invest business. That means  more jobs for the Filipinos and better chance to eradicate corruption for good.

A Healthy Neck Exercise

It is performed for various reasons including strengthening muscles and the cardiovascular system, honing athletic skills, weight loss or maintenance, as well as for the purpose of enjoyment. Health care providers often call exercise the "miracle" or "wonder" drug – alluding to the wide variety of proven benefits that it provides.

I guess, you will feel much better after the exercise. Just by reading it at least three times every day – your neck exercise is done. This is good as an addition to our usual fitness strength training exercise. This is fun. But you would have to be careful when you start moving your neck. This exercise is actually good for any person who is addicted sitting down in front of his computer for couple of hours.

The New Greeter of Wal-Mart

Three years ago, an office manager of Wal-Mart was given the task of hiring an individual to fill a job opening. After sorting out a stack of resumes, he found four equally qualified applicants: an American, a Russian, an Australian

and a Filipino.

The interviewer had decided to call the four in and asked them only one question. Their answers would determine who of them would get the job. 

The day came. The four applicants sat around the conference room table and the interviewer asked, “What is the fastest thing you know?”

Dan, the American, replied, “A thought. It just pops into your head. There’s no warning that it’s on the way; it’s just there. A thought is the fastest thing I know of, sir.”

“That’s very good!” replied the interviewer.

“And now you sir?” he asked Demyr, the Russian.

“Hmm…. let me see, sir. A blink! It comes and goes and you don’t know that it ever happened. A blink is the fastest thing I know, sir.”

“Excellent!” replied the interviewer. “The blink of an eye, that’s a very popular cliché for speed.”

And then the interviewer turned to Rod, the Australian who was contemplating his reply at that time. 

“Well, sir, out at my dad’s ranch, you step out of the house and on the wall there’s a light switch. When you flip that switch, way out across the pasture, the light in the barn comes on. Yep, turning on a light is the fastest thing I can think of, sir.”

The interviewer was very impressed with the third answer and thought he had found the right man for the job and said, “It’s really hard to beat the speed of light.” 

Now turning to Ely, the Filipino, who was the fourth and final applicant, the interviewer posed the same question. And Ely replied, “Apter herring da 3 preybyus ansers sir, et’s ob yus to me dat the fastest ting is Diarrhea.” 

“What!?” replied the interviewer, who was stunned by the response. While the first three applicants were already giggling in their seats. 

“Oh, I can expleyn it, sir,” said Ely on his Filipino English. ” You see, sir, da ader day my tummy was peeling bad and so I run so fast to the CR, but before I could THINK, BLINK, or TURN ON THE LIGHT, ‘tang ina, sir, I had alreydi chit in my pants!” 

Without any further question, the interviewer stood up, touched Ely’s shoulder and said, “You’re the man I am looking for. Congratulations. You are now the new “GREETER” of Wal-Mart!
